Phase 1 Re-Opening Guidelines for Retailers

NYS has also provided guidance for Retail businesses that are poised for a limited reopening, which includes delivery, curbside, and in-store pickup service only (not in-store browsing) for the following businesses:

  • Clothing Stores
  • Direct Selling Establishments
  • Electronics and Appliance Stores
  • Electronic Shopping and Mail-Order Houses
  • Furniture and Home Furnishing Stores
  • Florists
  • General Merchandise Stores
  • Health and Personal Care Stores
  • Jewelry, Luggage, and Leather Goods Stores
  • Lawn and Garden Equipment and Supplies Stores
  • Office Supplies, Stationery, and Gift Stores
  • Used Merchandise Stores
  • Shoe Stores
  • Sporting Goods, Hobby, Musical Instrument and Book Stores
  • Other Miscellaneous Store Retailers

 

New York State has created three (3) relevant forms for re-opening businesses (attached) which include guidance for subjects such as cleaning and disinfecting procedures, health screening, employee protection, physical barriers, signage and record keeping necessary for contact tracing:

(1) An eleven (11) page comprehensive list of guidelines and best practices for implementing Phase 1 at business locations, entitled “Master Guidance”, which must be read and affirmed to NYS via an embedded online link

(2) A four (4) page summary chart of the Master Guidance document; and

(3) A Model Safety Plan, which all businesses must complete, or create a similar document.  This plan does not need to be submitted to a state agency for approval but must be retained on the premises of the business and must made available to the New York State Department of Health (DOH) or local health or safety authorities in the event of an inspection.
